As in Lions Gate's « Lord of War » the golden time of Perestroika is already five years in running in the streets of Russia. Only the most organized and cunning of the gangs have survived the brutalities and bloodshed of gang wars for placement in the top positions of the Russian Underworld. Armed with the latest high tech equipment and KGB know how, combined with military discipline, they rank high in the crime world in Europe.
The most farsighted of them, one under the "Solntsevskaia Gruppirovka" (Sun Group), decides to expand to the worldwide market. Lead by "Captain Gregory Loyevsky" they move in to the Malaysian market.
Using the training that he had gained from his service in the Afghanistan war, his methods are usually harsh and cold.
The market in Malaysia is predominantly under the control of the Hong Kong Triads and the arrival of the Russians sparks off a series of gang war as they battle for the rights over the land.
After time of brutal and extremely ghastly killings of each other, the gangs realizes that they have a new and common enemy that is weaving a web of deceptively and brutally over this part of the world and culture. They recognize that it is time for them to come together to try and resolve the problem.
On honeymoon with his wife, Ex CIA Russia specialist American Jack Le Moore finds himself in the same time and place!
At first glance, it all seems to him to be simple gang wars and doesn't pay any attention to the events. He continues to enjoy in the high lifestyle of a tourist. Suddenly everything takes on a new perspective and he realizes that there is much more to it. He contacts his former Employer's office at Langley to ask for advice. Their immediate reply to him was to activate operation "BROTHERS IN ARM". The objective of the operation is to intercept and destroy a nuclear arms deal by Islamist terrorist parties. At this stage the movie takes on a more dramatic change.

The "Solntsevskaia Gruppirovka" expands their activities to Europe with their extortions, drugs and prostitution. They bring to their brothel, twenty of their most top girls and business in good. One day a worker find the corpses of ten girls, their guards and a visitor sprawled in blood. The police quickly investigate and capture a small part-time-criminal and his girlfriend. The couple confesses to the crime and tells the police that they have done it to get control of the brothel and business. The case was quickly closed and pushed under the carpet.
However this explanation was not good enough for the crime chiefs in Moscow as they did not belief that anyone would do such a daring thing without first mentioning it to the underworld´ tribunal. After a quick decision, they sent four men and a woman, their best commando to Frankfurt to conduct their own investigation. There they are to be given full support from the local groups in areas of technical and everything else.
Their investigation shows that no other gangs were involved in the killings. They even break the couple out of police custody so as to be able question them for a clearer picture. They find that corrupted Frankfurt police are the real ones behind the killings. The have found the business of the brothel to be a threat to them, so they staged the killings and framed the Russian couple for their crime.
This was reported to Moscow and the order was given to eliminate the corrupt cops that so dared to touch the elite of the Russian mafia at the core of their business. One by one the team carries out their order. However they begin to uncover the involvement of political circles, the military as well as the German secret service. This is headed by a prominent person in a highest rank and nobody knows because he covers his secret well.
